MIKE SHE Hotfix 17-12-2012

This hot-fix is required to ensure a proper handling of Irrigation with Deficit based Demand calculation in MIKE SHE when the lowest UZ root zone cell is only partially connected to the root zone.
The hot-fix is a replacement for the previous Irrigation hot-fix (dated 22-11-2012).
